Government of India Have already declared Talcher – Dhamara stretch of Brahmani River, Kharasua – Dhamara River System along with Goenkhali – Charbatia stretch of East Coast Canal, Charbatia – Dhamara stretch of Matei river and Mahanadi Delta River System between Mangalagadi and Paradeep as National Waterway – 5. Proposed waterway has been classified into the following three stages as given below;

Stretch - I Talcher to Mangalagadi 237 Km
Stretch – II Dhamara to Paradeep 95 Km
Stretch – III Dhamara to Goenkhali 256 Km
(91 Km. in West Bengal)

Development of this National Waterway No.-5 is being taken up by Inland Waterways Authority of India.

To develop the commercially viable stretch i.e Talcher to Paradip & Dhamra for 333 km length of NW-5 under two phases on time bound manner for providing Inland Navigation system in the State with the required infrastructures for movement of cargo.

To connect Paradip and Dhamra Port with Industries of Kalingnagar & Vyasnagar and ore mines at Daitairy as well as other hinterland under Phase-I (201 Kms.). The lengthwise distribution of the proposed Phase-I waterway is as under

Jokadia/Pankapal to Mangalgadi 106 Kms.
Mangalgadi to Paradip 67 Kms.
Mangalgadi to Dhamara 28 Kms.
TOTAL 201 Kms.

In 2nd Phase development connect the industries at Talcher, Mahanadi Coal Field, NTPC and others to Pankapal/Jokadia (132 Kms.)

In 3rd Phase it connects to Dhamara (Odisha) to Geonkhali (West Bengal) through Matei River from Dhamara to Charbatia (39 Km) and East Coast Canal from Charbatia to Geonkhali (217 Km.).
